HAVANA (AP) ? Cuba legalized the sale and purchase of automobiles for all citizens on Wednesday, another major step in the communist run island's economic transformation and one that the public has been clamoring for during decades.
The government announced the move in April, but sales have been on hold until the measure was published into law in the Official Gazette.
Under the law, which takes effect Oct. 1, buyers and sellers must each pay a 4 percent tax, and buyers must make a sworn declaration that the money used for the purchase was obtained legally.
Unrestricted sales had previously been limited to cars built before the 1959 revolution, one of the reasons Cuba's streets are about the only place on the planet one routinely finds a multitude of finned American classics from the 1950s such as Chevrolets Bel Airs and Chrysler Imperials, all in various states of disrepair.
Doctors, athletes, artists and others sent abroad on official business were allowed to bring cars back or purchase a boxy, Russian-made Lada or Moskvich from the state. Some senior workers were given company cars, though gas usage is strictly monitored to make sure they are only driven for work reasons.
The new law will allow the sale of cars from all models and years, and it legalizes ownership of more than one car, although tax rates go up slightly.
"It is a very positive step," said Rolando Perez, a Havana resident who was standing in line to get a license to go into business for himself. "They should have done it a long time ago."
The purchase of new cars will be easier than in the past, but still extremely limited. Buyers will have to go to a small number of state-owned dealerships and demonstrate they made the money to buy the car through salary earned in an approved field, as opposed to from remittances sent from relatives abroad.
That would seem to limit such purchases to the same doctors, athletes and others who had been eligible to import cars following official travel abroad.

While most car sales have been illegal without government permission since the early 1960s, used automobiles have been widely traded in a booming black market for years. Buyers would hand over large amounts of cash under what amounted to handshake agreements, with title not changing hands.
Many cars are generations removed from the original title holder, meaning ownership will have to be untangled once the new regulations take effect.
Because they could be legally traded among Cubans, old cars can fetch prices many times what their value would be off the island, often thousands more than modern cars. Several people involved in such trades told The Associated Press they did not expect prices to be greatly affected by the new law until the government starts to import new cars for wider distribution, and it was not clear when or if that will happen since few Cubans will be able to qualify.
Most islanders make just $20 a month, although doctors and others serving abroad can make much more. Most of it is saved for them in state-managed bank accounts they get access to once they complete their missions. A small number of successful new business owners may also be able to parlay their profits into a new set of wheels, though it was not clear whether they would qualify to purchase new cars.
Cuban President Raul Castro has instituted a series of free-market reforms designed to rescue the island from economic ruin. Cuba has legalized some private enterprise, and allowed citizens to rent out rooms and hire employees.
The government has also announced it plans to legalize the sale and purchase of real estate by the end of 2011.

ScienceDaily (Sep. 27, 2011) ? People may be learning while they're sleeping -- an unconscious form of memory that is still not well understood, according to a study by Michigan State University researchers.
The findings are highlighted in the Journal of Experimental Psychology: General.
"We speculate that we may be investigating a separate form of memory, distinct from traditional memory systems," said Kimberly Fenn, assistant professor of psychology and lead researcher on the project. "There is substantial evidence that during sleep, your brain is processing information without your awareness and this ability may contribute to memory in a waking state."
In the study of more than 250 people, Fenn and Zach Hambrick, associate professor of psychology, suggest people derive vastly different effects from this "sleep memory" ability, with some memories improving dramatically and others not at all. This ability is a new, previously undefined form of memory.
"You and I could go to bed at the same time and get the same amount of sleep," Fenn said, "but while your memory may increase substantially, there may be no change in mine." She added that most people showed improvement.
Fenn said she believes this potential separate memory ability is not being captured by traditional intelligence tests and aptitude tests such as the SAT and ACT.
"This is the first step to investigate whether or not this potential new memory construct is related to outcomes such as classroom learning," she said.
It also reinforces the need for a good night's sleep. According to the National Sleep Foundation, people are sleeping less every year, with 63 percent of Americans saying their sleep needs are not being met during the week.
"Simply improving your sleep could potentially improve your performance in the classroom," Fenn said.

MACKINAC ISLAND, Mich. -- In a presidential nominating contest dominated by shooting stars who burn bright but briefly, it may be the most consistent, if less thrilling, Mitt Romney who proves most resilient.
Former pizza company executive Herman Cain performed well in an early debate and ascended to double digits in some national polls. Rep. Michele Bachmann won the summer, and the Iowa straw poll, but faded as questions about her ability to beat President Obama loomed. Now, six weeks after he began his bid, Texas Gov. Rick Perry is stumbling, both in a debate this week and in a Florida straw poll for which he campaigned overtly.

Romney began the campaign as the odds-on front-runner, the most experienced candidate in a weak field and the contender best able to put together both an experienced team and a robust bank account. But questions over health care reform he signed into law in Massachusetts have lurked like a stalking cat, and the media has been more interested in newcomers. That made Romney's lead look shaky, destined to come tumbling down the moment an anti-Romney candidate coalesced his rivals.
That moment has seemed to come several times -- when Cain vaulted up the polls, when former candidate Tim Pawlenty debuted the phrase "ObamneyCare" in a Fox News interview, when Bachmann overtook Pawlenty as Romney's most threatening foe, and virtually the moment Perry stepped onto the scene.
And yet, after all those threats, Romney has proven that those arrayed against him have not decided on a single candidate around whom to unite.

The high-stakes, high-pressure environment of a presidential campaign, and the intense interest Republican primary voters have in finding a candidate they believe in who can also defeat President Obama next year, has fueled the stellar rises and cataclysmic falls of a number of candidates. Perry's rocky debate performance in Orlando on Thursday raised further doubts about his readiness for prime time. Bachmann has become a virtual after-thought in the polls. Though Cain won a straw poll conducted by the Republican Party of Florida, he did so with help from Romney advisors, who schemed to deny Perry a win, sources told National Journal.
And though Romney's team professed not to be involved, their candidate handily won a straw poll of Republican activists at the biennial Mackinac Republican Leadership Conference, sponsored by the National Association of Home Builders and conducted by The Hotline.
Romney has deep ties to Michigan, to be certain. He was raised in Bloomfield Hills; his father, George, served as chairman and CEO of American Motors Corporation and as the state's governor. But Perry is the hot new candidate, and even in Michigan activists seemed more excited to hear his speech. Perry's lunchtime address drew a standing room-only crowd; Romney's dinnertime address had empty seats.

Despite a higher level of interest, activists weren't swayed by Perry's fiery address. Romney won over 51 percent of the straw poll attendees, well ahead of Perry's 17 percent second-place showing. Cain finished with 8.5 percent, while Rep. Ron Paul won 7.7 percent. No other candidate won more than 4 percent of the vote.
Perry's stump speech, heavy on rhetoric that appeals to the base and a glowing review of his tenure as Texas's governor but light on specific proposals were he to make it to Washington, added a new pitch in which he painted himself as the most electable candidate. But the lack of policy detail makes a stark contrast when Perry's stump speech stands next to Romney's, which comes complete with a seven-point plan to fundamentally rebuild the American economy. Romney pauses to allow an audience to applaud; Perry tries to finish his point, even if it's drowned out.
And though Perry has begun making the case that he is the most electable, that's something Romney has argued for months. "The president is unprepared. He just didn't understand how the economy really works," Romney said Saturday evening. "My experience was in the private sector."
Romney is poised for more good news that could further cement his status as the resurrected front-runner: The year's third quarter comes to a close Friday night, after which presidential campaigns must file reports with the Federal Election Commission detailing their financial hauls. Romney raised about as much during the year's second quarter as the entire rest of the Republican field. Barring a major splash by Perry's fundraising team, which had just seven weeks between his announcement and the end of the quarter, Romney will again lead the field.
His challenges remain; opponents still attack Romney relentlessly for his Massachusetts health care plan. Many ideological conservatives in Washington and in key early primary states still hold negative views of his sometimes-nebulous commitment to their pet issues. And he appears willing to cede contests in Iowa and South Carolina, states in which he barely has a presence, giving opponents a chance to build momentum. Perry, meanwhile, has been by no means eliminated from the contest; he remains Romney's most potent rival.
And yet, with at most four months before the first nominating contests, time for Romney's opponents grows short. If the anti-Romney crowd cannot pull together, his experience, skill and fundraising prowess still appear to be enough to claim the Republican nomination. Romney's slow and steady pace has left him plodding past the exhausted hares who once threatened his chances.

ALBANY, N.Y. ? The OnStar automobile communication service used by 6 million Americans maintains its two-way connection with a customer even after the service is discontinued, while reserving the right to sell data from that connection.
U.S. Sen. Charles Schumer of New York says that's a blatant invasion of privacy and is calling on the Federal Trade Commission to investigate. But OnStar says former customers can stop the two-way transmission, and no driving data of customers has been shared or sold.
"OnStar is attempting one of the most brazen invasions of privacy in recent memory," said Schumer, a Democrat. "I urge OnStar to abandon.
But the General Motors Corp. OnStar service says customers are thoroughly informed of the new practice. If a customer says he or she doesn't want to have data collected after service is ended, OnStar disconnects the tracking.
And although OnStar reserves the right to share or sell data on customers' speed, location, use of seat belts and other practices, a spokesman says it hasn't done so and doesn't plan to.
"We apologize for creating any confusion about our terms and conditions," said Joanne Finnor, vice president of subscriber services. "We want to make sure we are as clear with our customers as possible, but it's apparent that we have failed to do this. ... We will continue to be open to their suggestions and concerns."
A week ago, OnStar changed its policy and began continuing the connection for ex-customers unless they asked for it to be discontinued.
Finnor noted keeping the two-communication active for former customers could someday allow for emergency messages to be sent even to ex-customers about severe weather or evacuations. The open line could also allow OnStar to alert drivers about warranty information or recalls, she said.
Schumer said he isn't persuaded. He said customers shouldn't have to "opt out" of the tracking after they end service. He accuses OnStar of actively deceiving customers.
Schumer is announcing the effort Sunday by releasing a letter to the Federal Trade Commission seeking an investigation.
OnStar charges about $199 a year for basic service and $299 a year for service that includes navigation aid.

MONDAY, Sept. 12 (HealthDay News) -- Intrauterine devices (IUDs) may reduce a woman's risk of cervical cancer, a new study contends.
"Our data suggest that use of IUDs significantly reduces the risk of cervical cancer and that this effect does not seem to be due to differences in screening histories between users and non-users," said the Spanish researchers who authored the study.
While the study found an apparent association between IUD use and cervical cancer risk, it did not prove a cause-and-effect.
The study, published online Sept. 13 in The Lancet Oncology, said that although IUDs did not affect women's risk for HPV (human papillomavirus) infection -- the virus that causes cervical cancer -- the plastic devices inserted into the uterus may prevent HPV from progressing to cervical cancer.
In conducting what they called the largest epidemiological study to date, researchers from the Institut Catala d'Oncologia in Catalonia, Spain, examined 26 previous studies involving more than 20,000 women who were followed for a decade.
While past studies suggest that IUDs can reduce the odds of endometrial cancer, research on cervical cancer and IUDs has been mixed, the researchers said in a journal news release.
IUDs, the research showed, were associated with a lower risk of two major types of cervical cancer for up to 10 years. Women who used IUDs had a 44 percent lower risk for squamous-cell carcinoma or a 54 percent reduced risk for adenosquamous carcinoma, the study said. In the first year of use, the risk of cervical cancer was reduced by nearly half, the study authors said.
How long the women used the IUDs did not have an impact on their risk for the disease, the researchers said, and they suggested that inserting or removing the contraceptive device may destroy precancerous lesions or trigger a long-term immune response that offers protection against HPV progression.
While the IUD is a popular method of birth control around the world, just 2 percent of American women use one. The reason: many women are afraid to use an IUD because one older type -- the Dalkon shield -- posed significant health problems, including infertility, and was withdrawn from the market in 1975.
Today's IUDs are safe and more effective due to design changes, according to the American College of Obstetricians and Gynecologists.

ScienceDaily (Sep. 7, 2011) ? The human body can produce powerful antibodies that shield cells in the laboratory against infection by an array of HIV strains. In people, however, recent research shows that these broadly neutralizing antibodies are not produced in an efficient or timely enough fashion in HIV-infected individuals to effectively block progression of infection, appearing only after a person has been infected with HIV for at least one year -- by which time the virus has fully established itself within the body.
In a Perspective article appearing this week in the New England Journal of Medicine, scientists at the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health, assert that a key research goal is to develop HIV vaccines that prevent HIV infection by inducing more effective immune responses than those that occur naturally.
In their article, the authors examine the challenges of developing HIV vaccines that can effectively induce these broadly neutralizing antibodies. Specifically, they describe work under way to design structure-based HIV vaccines, as well as efforts to gain a better understanding of the evolutionary processes that human B cells undergo to produce broadly neutralizing HIV antibodies.
The authors conclude that the availability of new research tools, together with the increased understanding of the human immune response to HIV, make them optimistic that an HIV vaccine that provides significant protection against acquisition of HIV infection can be achieved.

Many of my students represent their families? third generation of wealth. Part of my job is to ensure that my students learn the tools to build financial wealth, while avoiding the problems common among privileged kids.
Like most teachers, I design a course by working backward. I start by asking, ?What do students truly need to learn?? Once I?ve identified the necessary skills, I construct a final exam to test those skills, then build lessons to ensure students can pass the test.
Let?s see how you would do on a few of the key questions I have in mind for the final exam.
Question: When selecting mutual funds, is it better to seek funds with low costs or ones with the best track records?
Answer: Choosing funds with low costs gives you a higher chance of success than picking funds with strong track records.
Most investors get this question wrong. They think that funds with the best returns in recent years are the ones that have the best chance of future success.
The evidence doesn?t bear that out. The fund-ranking company, Morningstar, rates mutual funds based on a five-star system ? four or five stars for a fund with a great track record, and one to three stars for funds with less impressive histories. Roughly 95 per cent of mutual fund assets flow into Morningstar?s four- and five-star funds. But high performance in the mutual fund world is rarely sustainable and many of these funds go on to underperform the average.
Investors are better advised to seek funds with the lowest fees. Cheapness is a far stronger predictor of future performance than history ? something even Morningstar admits. In a recent study, it found that using low management expense ratios as a way to pick funds was more effective than using high star rankings.
?If there?s anything in the world of mutual funds that you can take to the bank, it?s that expense ratios help you make a better decision. In every single time period and data point tested, low-cost funds beat high-cost funds,? says Russel Kinnel, the study?s author.
Question: On average, do mutual funds selected by financial advisers for their clients outperform mutual funds selected by do-it-yourself investors?
Answer: No. Experienced advisers may be able to add value to an investor?s financial plan by helping with advice on asset allocation, goal-setting, and taxable advice. On average, though, the mutual funds that advisers select for people underperform the results of funds selected by do-it-yourself investors. A Harvard Business school study found that funds sold to investors via brokers between 1996 and 2002 lagged behind funds selected by individual investors.
Are individual investors smarter than most brokers? Not necessarily. But many brokers select funds based on how well they?ll be compensated by the fund company. And those funds are often accompanied by higher costs, which hurt investment returns.
Question: Based on a recent study by Morningstar, what country has the world?s highest mutual fund costs?
Answer: Canada. In fact, this country was the only one of 22 nations in the Morningstar report to get an ?F? on fees and expenses.
According to analysts John Rekenthaler and Benjamin Alpert, Canada had the highest management expense ratios for equity funds, the second-highest for bond funds, and was tied for the highest, with Italy, for money-market funds.
The median expense ratio for equity funds was 2.31 per cent, more than twice as high as the 0.94 per cent in the low-cost United States, Morningstar said. The median fee for fixed-income and money-market funds is more than 70-per-cent higher than in the U.S.
Paying an extra percentage point or so every year might look innocuous, but over an investment lifetime, it can decimate a portfolio?s potential.
If a 19-year-old invested $1,200 a year, making 9 per cent a year for 45 years, she would have $631,030 at age 64.
But if she was paying an extra percentage point a year, reducing her annual return to 8 per cent annually, she would have only $463,807.
Investment costs matter. If you understand that, you?re well on your way to getting an A on life?s personal finance exam.
