(AP) ? Faced with a group of farmers refusing to give up their land for a housing project, the Communist Party officials negotiating the deal devised a solution: They went to a bank, opened accounts in the names of the holdouts and deposited what they decided was fair compensation. Then they took the land.

The farmers, angry at the sum and now forced to compete for jobs in a stuttering economy, blocked the main road connecting the capital to the north of the country for one day in December. In a macabre gesture, some clambered into coffins. Police who came to break up the demonstration were pelted with rocks. Several people were arrested.

"This is an injustice," said Nguyen Duc Hung, a rice farmer forced to give up 2,000 square meters (215,000 square feet) of land he had worked for more than 15 years. "The compensation money will help us to survive for several years, but after that, how can we make our living?"

Forced confiscations of land are a major and growing source of public anger against Vietnam's authoritarian one-party government. They often go hand-in-hand with corruption; local Communist Party elites have a monopoly on land deals, and many are alleged to have used it to make themselves rich.

These issues unite rural and urban Vietnamese in a way that discontent over political oppression tends not to.

Land disputes break out elsewhere in Asia, notably next door in China, but they have particular resonance in Vietnam, where wars and revolutions were fought in the name of the peasant class to secure collective ownership of the land.

The farmers who blocked the road quoted the country's revolutionary leader, Ho Chi Minh, in the banners they posted at their camp. "Nothing is more precious than independence and freedom," said one. "We would rather die than lose our land," said another.

The government recognizes that the anger coursing through the countryside threatens its legitimacy, and has pledged to revise land laws this year to make them more equitable.

But establishing clear property rights and enforcing laws to protect them comes with ideological complications in a country still publicly committed to state ownership of the land even as it embraces free-market capitalism.

Vietnam abandoned Soviet-style collective farming in the 1980s and began its embrace of capitalism. In 1993, it passed a revised land law that gave citizens the right to use land for 20 years, but stopped short of allowing private ownership. Local Communist party officials can forcibly acquire land, not just for public interest projects such as bridges and roads but also on behalf of private investors building housing estates and industrial and recreational facilities.

Complaints about corruption when rezoning agricultural land to accommodate expensive industrial plots are widespread. So are allegations that the government pays farmers one-tenth the market value of their land, or less.

"Compensation rates are very low and those who take the land profit greatly," said economist and former adviser to the prime minister Pham Chi Lan. "The land laws have many loopholes which have created fertile ground for those who, with the support of local governments, take the land from people for their personal benefit."

Small groups of farmers, many of them women, routinely demonstrate in Hanoi outside government buildings about forced confiscation of land. They welcome people taking photos of them or trying to talk, but security forces immediately shoo visitors away from the scene.

Disputes have been commonplace for years, but are increasing in frequency as farmers become more aware of their rights and economic development increases demand for industrial land. Many 20-year leases granted in 1993 are expiring this year, bringing fresh opportunities for rezoning of the land ? and more opportunity for conflict.

Government figures reported to parliament in November showed public complaints had risen to 4,200 in 2011, more than twice the total number of complaints received from 2005 to 2009. National assembly deputy Ho Thi Thuy acknowledged that corruption among local party officials was a problem.

"Some people have abused the state policies to profit illegally," she said, according to state-run media reports at the time.

The government has sought the assistance of the World Bank in revising the land law to reduce conflict. The World Bank and other outside institutions have called on the government to allow forced evictions only for works that benefit the public, not commercial projects, and to make the process more transparent and equitable.

Communist Party officials in Quang Ninh province, some 90 kilometers (56 miles) east of Hanoi, allowed an Associated Press team to visit Kim Son village. The journalists were escorted by party officials in the village. They spoke to opponents in phone interviews

Officials insisted they had followed the rules when acquiring the land for the housing project, which they said is aimed at upgrading the small village to a township.

"We are working together to build a more prosperous Kim Son," said Vu Van Hoc, chairman of the local people's committee.

He said the project used land that had been owned by 852 families, and that less than 10 percent of them disagreed with the government's compensation rate of around $6 per square meter. He said just seven families were continuing to refuse the deal.

Villagers now allege the land has been resold for $310 per square meter. Hoc denied that, saying the land had yet to be sold.

He said he hoped that by depositing the money into bank accounts in the villagers' names, "the issue could be resolved." He dismissed the protest in late December as the work of "village extremists who had managed to persuade others" to join.

Video of the protest was recorded by people on their cellphones and posted on the Internet by dissident groups, which seek to capitalize on the public anger generated by the conflicts.

For two minutes, police cowered behind riot shields as young men hurled rocks and bits of concrete at them, but officers eventually regained control.

State media reported that 12 people were arrested. The police chief refused to identify them, or to say whether they were still in detention weeks later.

The local communist party bused in five villagers who had no complaints about the compensation package to speak to the visiting reporters and briefly showed them the land, on which a local company is already constructing roads and drainage. Unlike those protesting the compensation, the villagers appeared to have significant holdings elsewhere, or younger families with jobs.

Mac Thi Thuc, a 50-year-old who attendant the protest, and whose family is among the seven holdouts, said authorities cut off irrigation to her land in 2010, making it impossible to farm. She said the investors in housing scheme should have negotiated with her directly, not the government.

"Over the past two months, my husband and I have had no work," she said. "We have been trying to look for jobs, but no one hired us because we are old. We have no money and we are going hungry and we don't know how we can survive in the months ahead."

There is one potential source of funds: the money local officials deposited as compensation. Thuc says her family isn't touching it.

West Nile virus spreading due to mosquitoes in orchards and vineyards, experts warn

Jan. 30, 2013 ? Washington State University researchers have linked orchards and vineyards with a greater prevalence of West Nile virus in mosquitoes and the insects' ability to spread the virus to birds, horses and people.

The finding, reported in the latest issue of the journal PLOS ONE, is the most finely scaled look at the interplay between land use and the virus's activity in key hosts. By giving a more detailed description of how the disease moves across the landscape, the study opens the door to management efforts that might bring the disease under control, says David Crowder, a WSU entomologist and the paper's lead author.

Since it was first seen in New York in 1999, West Nile virus has reached across the country and shown few signs of abating. Last year, the U.S. Centers for Disease Control had the highest number of reported cases -- 5,387, including 243 deaths -- since 2003.

Roughly one in five infected people experience a fever, headache, body aches and, in some cases, a skin rash and swollen lymph glands. One in 150 people can get a high fever, headache, neck stiffness, disorientation and neurological problems.

Most efforts to figure out the ecological workings of the virus have focused on reports of infected people, "a crude indicator at best," says Crowder. Almost all victims have no symptoms or are misdiagnosed, while others can be infected far from where they file a report, he says.

Agricultural areas have seen higher percentages of infected people, but that still does not get at the underlying mechanism.

"Is that because there are more birds there?" says Crowder. "Is that because there are more mosquitoes there? That hasn't really been linked together."

Crowder, working with fellow entomologist Jeb Owen, other WSU colleagues and the state Department of Health, merged data from a variety of sources, including West Nile infections in humans, horses and birds, surveys of virus-bearing mosquitoes, breeding bird surveys, and detailed land use maps and climate data from around the Northwest.

The researchers found that habitats with high instances of the disease in horses and birds also have significantly more mosquitoes -- as well as American robins and house sparrows, the two bird species implicated the most in the disease's transmission.

"These same habitats are also resulting in much higher rates of infection within mosquitoes themselves," said Crowder.

"We find that all three of these things -- abundances of house sparrows and American robins, abundance of mosquitoes and the actual prevalence of West Nile in mosquitoes -- are increasing in landscapes with a higher proportion of land in orchard habitats." These habitats, says Crowder, include both orchards and vineyards.

It's still unclear why the habitats would create such a perfect storm for the virus. The researchers speculate that mosquitoes are drawn to orchards for plant nectar during flowering, while robins and house sparrows use them for nesting and feeding. Together, the insects and birds become focal points for the disease.

(AP) ? Sen. Robert Menendez's office says he reimbursed a prominent Florida political donor $58,500 for the full cost of two of three trips Menendez took on the donor's plane to the Dominican Republic in 2010.

There was no public disclosure.

"The senator paid for the two trips out of his personal account and no reporting requirements apply," said Menendez spokeswoman Tricia Enright.

Details of Menendez's trips emerged as his office said unsubstantiated allegations that the senator engaged in sex with prostitutes in the Dominican Republic are false.

The FBI searched the West Palm Beach, Fla., office of the donor ? eye doctor Salomon Melgen ? on Tuesday night and early Wednesday, but it was unclear if the raid was related to Menendez, a New Jersey Democrat.

A third trip by Menendez aboard Melgen's plane ? a campaign fundraising journey to the donor's residence in the Dominican Republic ? took place in May 2010. That trip was reported to the Federal Election Commission, said Enright. That trip, for fundraising from the community of Americans in the area, went to the Dominican Republic and to Puerto Rico, said Menendez's office.

Menendez categorized the other two trips as personal. The first was from Aug. 6-9, 2010, a round trip from South Florida to the Dominican Republic. The second personal trip was from Sept. 3-6, 2010, from New Jersey to the Dominican Republic and back.

Menendez could have invoked what is known as a "friendship exemption" regarding the two personal trips, which would have required the senator to report the travel to the Senate Ethics Committee as a gift. Instead, Menendez chose to reimburse the full cost of the two trips.

The Daily Caller, a conservative website, reported shortly before the November election that Menendez traveled on Melgen's private plane to the Dominican Republic to engage in sex with prostitutes.

Menendez's office said the accusations of engaging with prostitutes "are manufactured by a politically motivated right-wing blog and are false."

At FBI headquarters in Washington, spokesman Jason Pack said the bureau "cannot comment on the existence or status of an investigation." Justice Department spokeswoman Tracy Schmaler also declined to comment.

On Tuesday, Menendez became chairman of the Senate Foreign Relations Committee, succeeding Sen. John Kerry, D-Mass.

Records filed in Palm Beach County show an Internal Revenue Service lien against Melgen of more than $11.1 million for unpaid taxes from 2006-09. Prior liens for taxes from 1998 to 2002 were subsequently withdrawn, records show.

Earlier Wednesday, Menendez's office said Melgen has been a friend and political supporter of the senator for many years and said the three trips Menendez took have been "paid for and reported appropriately." Menendez's office later changed the statement's wording to specify that the trips had been "paid for or reported appropriately" to correct the impression that all three trips had been publicly reported.

The Daily Caller began publishing stories about Menendez and Melgen on Nov. 1, when it reported that two women from the Dominican Republic said Menendez paid them for sex earlier in 2012. Prostitution is legal in the Caribbean nation.

Melgen is involved in numerous businesses, all sharing the same address in West Palm Beach, according to records filed with the Department of State in Florida.

Late Tuesday and early Wednesday, FBI agents were seen inside the West Palm Beach building, walking its halls and standing beside shelves full of files.

Melgen is listed as having an ownership interest in DRM Med Assist, which Federal Aviation Administration records show is the owner of a CL-600 Challenger plane. Flight records for the aircraft were not immediately available.

Melgen, a registered Democrat, has made $193,350 in political contributions since 1998, including $14,200 to Menendez, according to Federal Election Commission records. Menendez was chairman of the Senate Democratic Campaign Committee, which raises money for Democratic Senate candidates, from 2009-11.

Menendez, a lawyer, is a former mayor of Union City, N.J., and also served in the New Jersey state General Assembly and the New Jersey state Senate. He is divorced and has two children.

Melgen, 58, is a native of the Dominican Republic, where he earned his medical degree from the Universidad Nacional Pedro Henr?quez Ure?a in 1978. He has lived in the U.S. since at least 1980, holding an internship, residency and fellowship at hospitals in Connecticut, Missouri and Massachusetts, according to records filed with the Florida Department of Health.

Melgen has been licensed to practice in Florida since 1986 and purchased the West Palm Beach plot of land where he built his main office in 1991. Over the years, Melgen has become regarded as a top ophthalmologist, speaking at conferences and even operating on then-Gov. Lawton Chiles in 1997. The governor later appointed Melgen to a state panel on HMOs.

Calls to Melgen's offices Wednesday were forwarded to an answering service where receptionists told callers to try back Thursday. Calls to Melgen's home in North Palm Beach, which is appraised at $2.1 million, went unanswered.

On the website for his medical practice, Melgen writes: "I am always asked what sets me apart from most other doctors, and I would have to say that I do not consider myself to be a 'cookbook' physician. My patients are my number one priority, and when I am looking to treat a diagnosis I try to look at all the data at hand and extrapolate the best treatment instead of solely adhering to what the current 'standard' of treatment may be."

Qualcomm Q1 2013 earnings: $1.91 billion in profit on revenues of $6 billion

The folks in San Diego are making it rain once again, as Qualcomm has just announced its earnings for the quarter with $6 billion in revenues, which represents a 29 percent year-over-year increase and a new record for the firm. It seems the company's Snapdragon chips are everywhere you look these days, and it should come as no surprise that Qualcomm also hauled in a profit of $1.91 billion, which is a 36 percent hike over the previous year. Seeing that the company is so well off, it's also announced a cash dividend payment of $428 million that will go back to shareholders, along with stock repurchases in the amount of $250 million. In case you were wondering, Qualcomm managed to push 182 million of its SoC's out the door during Q1, which represents a 17 percent year-over-year increase. With the Snapdragon 800 due by mid-year, we've a feeling that it'll keep raining in San Diego for some time -- even if the nice weather says otherwise.

EAST ST. LOUIS, IL. (KTVI) ? Police appeared to be closing in on the lead suspect in a frightening East St. Louis church robbery. ?

Investigators said three young men barged into a Sunday music service, stole the church members? and their guests` watches, cell phones, and money, around 5:00 p.m. Sunday at the Ira Grove Freewill Baptist Church at 17th and Belmont. ?

Police had two suspects in custody:? Howard Dotson, 17, and Rufus Thomas, 20. ?

That last suspect was known to hang around with them. ?

Police said he was around 20 years old; he was the only one known to have had a gun for certain. ?

Major Case Squad investigators were at the church meeting with robbery victims hoping to turn up more clues.? ?

?We were having a good time, a hallelujah good time,? church member Mary White said, describing the incident. ?

?All of the sudden, this young man, he comes walking up through the door,? said church guest, Orlando McGill, known affectionately as ?Brother Love?. ?

?3 guys came in.? They had masks on their faces,? White said. ?

?He pulled up his arm and pulled up the gun and cocked it right here.? He walked over here?he had the gun pointed at me like this.? He walked up the ramp into the pulpit, told me to get down the floor.? And he said, `this is a stickup`,? McGill said. ?

He hit the floor near the pulpit; expecting to die; praying to live.

?I said, `in the name of Jesus.? I rebuke the devil in the name of Jesus.? Let that devil get out of here and go`.? I was pleading to the blood of Jesus,? McGill said.

?I know that God has our backs.? I know that.? You don`t just defile the house of God and think you can get away with it,? White said.

?If you`re going to come to church you come for 2 things:?? you come to be saved or help save somebody,? said Pastor Henry C. Jones.

He said there were more than 100 people in the church, including ?brother love`s? wife and three children; worshiping through music. ?

Investigators asked them to come back, looking for details that might lead to the gunman; most saw little, ordered to the floor as they were robbed.
But prayers were answered ? not one shot was fired.? No one was hurt. ?

?I`m not mad at them.? I pray that god saves them.? I love them.? I forgive them,? McGill said of the suspects. ?

?Christ has placed something into my heart.? I could not do anything else but reach out to him,? Pastor Jones said of the gunman.

?Everybody walked out.? You might have been light a ring, or light a watch, or light a few dollars, but you walked out like you walked in,? White smiled.?? ?

?Police believed the gun used was a revolver, as opposed to a semi-automatic handgun, like a 9mm.? That clue could help narrow the field of suspects. ?

Forgetting History: Value Creation & Tax Burdens | The Big Picture

Following last week?s Phil Mickelson discussion, I received lots of emails and comments from financial advisers, accountants and lawyers. A recurring theme was an ongoing, almost resigned surprise amongst the professional set that people are still unaware of the many legal ways that exist?to reduce the taxes you pay.

Some went as far as to suggest that the bitching and moaning is an act ? political theater that is a remnant left over from when top rates approached 90%. The truth is, a wealthy or even moderately well off American has the lowest Federal Tax burden in half a century.

Charles Smith breaks takes a crack at breaking it down by Socioeconomic class:

America?s Four Socioeconomic Classes
1. Parasitic financial Aristocracy (creates no value, skims national surplus)
2. High value creation (employed, heavily taxed)
3. Low value creation (employed/informal economy, lightly taxed)
4. No value creation (unemployed, dependent)

Even that is a bit of an exaggeration: I would guess I am in #2, well compensated for (hopefully) high value creations. (I also live in a high tax state). But if I am objective, I have to disagree with him not to the theoretical but actual heavily taxed part.

Why? It is very simple to process to set up an LLC corporation, max out your 401k, do all of the perfectly legal things you can do. All the while?directing your accountant to stay on the correct side of the bright line of what is legal and what is not, and reduce your taxes the maximum amount. I always send a document directing them ?Not to Push the Envelope? and to ?Stay within well established legalities.? I don?t have a Romney-like 13% effective Federal Tax rate, but it ain?t anywhere near a Mickelson 63% burden either.

If you want to make the argument that there are benefits from lower tax rates,?economies do better, job creation is higher ? then gather your data and make your case.

But the people making the claim that we are oppressed by the yoke of burdensome Federal Taxes at all time highs ? then I am compelled to point out that those people are without evidence to support that view. Indeed, the overwhelming weight of evidence supports the exact opposite ? that Federal taxes are extremely low. (And, we have the deficit to prove it).

The bottom line: Try to derive some of your income from work you do that as part of a small owner-operated business. Get a decent accountant. And for crying out loud, do some tax planning.

Smog thick enough to cancel flights hits Beijing

BEIJING (AP) ? Extremely high pollution levels shrouded eastern China for the second time in about two weeks Tuesday, forcing airlines in Beijing and elsewhere to cancel flights because of poor visibility and prompting government warnings for residents to stay indoors.

The outlines of buildings in the capital receded into a white mist as pedestrians donned face masks to guard against the thick, caustic air, which stranded passengers during the first week of the country's peak, six-week period for travel surrounding the Chinese New Year on Feb. 10.

The U.S. Embassy reported a peak level of PM2.5 ? one of the worst pollutants ? at 526 micrograms per cubic meter, or "beyond index," and more than 20 times higher than World Health Organization safety levels over a 24-hour period.

Liu Peng, an employee at a financial institution in Beijing, said he will keep his newborn baby indoors.

"It's really bad for your health, obviously," Liu said. "I bike to work every day and always wear a mask. The pollution in recent years is probably due to the increase in private cars and government cars."

Beijing's official readings for PM2.5 were lower than the embassy's ? 433 micrograms per cubic meter at one point in the afternoon? but even that level is considered "severe" and prompted the city government to advise residents to stay indoors as much as possible. The government said that because there was no wind, the smog probably would not dissipate quickly.

Visibility was less than 100 meters (100 yards) in some areas of eastern China, the official Xinhua News Agency reported. More than 100 flights were canceled in the eastern city of Zhengzhou, 33 in Beijing, 20 in Qindao and 13 in Jinan.

Every year, China's transport system bursts at the seams as tens of millions of people travel for the Lunar New Year holiday, in the world's largest seasonal migration of people.

Ren Haiqiang, a bank worker in his early 30s, said he had booked tickets to fly out of Beijing on Thursday to visit family in the coastal city of Dalian, but now worried about flight cancellations.

Japan PM shrugs off global criticism over latest stimulus steps

TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe waded into the growing global debate about currency wars for the first time on Wednesday, shrugging off criticism that Tokyo was trying to intentionally weaken the yen with its monetary and fiscal stimulus measures.

"The measures taken by the government and the BOJ are aimed at beating deflation and achieving sustainable economic growth," Abe said, when asked by an opposition party leader in parliament about criticism from some overseas policymakers that the steps were attempts by Tokyo to directly weaken the yen.

It was his first public comment on the issue.

German Chancellor Angela Merkel last week singled out Japan as a source of concern following recent moves by its central bank to quicken the pace of money-printing.

South Korea has also been vocal in recent days, with the governor of the central bank saying on Saturday that Japan's latest monetary easing had "created problems.

Talk about a currency war dominated discussions at the World Economic Forum in Davos last week, with many central bankers and business executives questioning the wisdom of continuing easy money policy.

Central bankers in advanced countries, notably Japan and the United States, have been pursuing aggressive action to reflate their economies. This has had the effect of weakening their currencies, prompting investors to move a wall of cash into more attractive markets such as South Korea and forcing their currencies higher, making their financial markets more volatile and threatening their export competitiveness.

Abe also kept up pressure on Bank of Japan to expand monetary stimulus, calling for bold measures to achieve its new 2 percent inflation target.

"I strongly hope that the Bank of Japan pursues bold monetary easing to achieve (2 percent inflation) as soon as possible," he told parliament.

Under pressure from Abe for more aggressive efforts to beat deflation, the central bank last week doubled its inflation target to 2 percent and made an open-ended commitment to buy assets from next year.

In a meeting of the government's top economic panel held two days after the BOJ's rate review, BOJ Governor Masaaki Shirakawa suggested that the bank may increase asset purchases even further to inject funds into the economy.

As part of his plans to revive the economy, Abe has also pledged big fiscal spending that led to his government compiling a 10.3 trillion yen ($114 billion) extra stimulus package.

But in a $1.02 trillion draft budget for the next fiscal year approved on Tuesday, the government aims to keep new bond sales below tax revenues in a symbolic move to show its resolve of continuing with efforts to fix Japan's tattered finances.

"While we need to revive Japan's economy, it's also important to restore fiscal health," Abe told parliament.

Could the timing of when you eat, be just as important as what you eat?

Jan. 29, 2013 ? Most weight-loss plans center around a balance between caloric intake and energy expenditure. However, new research has shed light on a new factor that is necessary to shed pounds: timing. Researchers from Brigham and Women's Hospital (BWH), in collaboration with the University of Murcia and Tufts University, have found that it's not simply what you eat, but also when you eat, that may help with weight-loss regulation.

The study will be published on January 29, 2013 in the International Journal of Obesity.

"This is the first large-scale prospective study to demonstrate that the timing of meals predicts weight-loss effectiveness," said Frank Scheer, PhD, MSc, director of the Medical Chronobiology Program and associate neuroscientist at BWH, assistant professor of medicine at Harvard Medical School, and senior author on this study. "Our results indicate that late eaters displayed a slower weight-loss rate and lost significantly less weight than early eaters, suggesting that the timing of large meals could be an important factor in a weight loss program."

To evaluate the role of food timing in weight-loss effectiveness, the researchers studied 420 overweight study participants who followed a 20-week weight-loss treatment program in Spain. The participants were divided into two groups: early-eaters and late-eaters, according to the self-selected timing of the main meal, which in this Mediterranean population was lunch. During this meal, 40 percent of the total daily calories are consumed. Early-eaters ate lunch anytime before 3 p.m. and late-eaters, after 3 p.m. They found that late-eaters lost significantly less weight than early-eaters, and displayed a much slower rate of weight-loss. Late-eaters also had a lower estimated insulin sensitivity, a risk factor for diabetes.

Researchers found that timing of the other (smaller) meals did not play a role in the success of weight loss. However, the late eaters -- who lost less weight -- also consumed fewer calories during breakfast and were more likely to skip breakfast altogether. Late-eaters also had a lower estimated insulin sensitivity, a risk factor for diabetes.

The researchers also examined other traditional factors that play a role in weight loss such as total calorie intake and expenditure, appetite hormones leptin and ghrelin, and sleep duration. Among these factors, researchers found no differences between both groups, suggesting that the timing of the meal was an important and independent factor in weight loss success.

"This study emphasizes that the timing of food intake itself may play a significant role in weight regulation" explains Marta Garaulet, PhD, professor of Physiology at the University of Murcia Spain, and lead author of the study. "Novel therapeutic strategies should incorporate not only the caloric intake and macronutrient distribution, as it is classically done, but also the timing of food."

Bahrain opposition gives cautious nod for talks

MANAMA, Bahrain (AP) ? Bahrain's main opposition groups say they are willing to open dialogue aimed at easing the Gulf nation's two-year political crisis, but they seek more clarity on the scope of the possible talks.

Washington and other allies of Bahrain's monarchy have encouraged negotiations in the strategic kingdom, home to the U.S. Navy's 5th Fleet.

Persistent clashes and arrests have so far derailed bids for talks between Bahrain's Sunni leadership and the Shiite opposition, which began an Arab Spring-inspired uprising for a greater political voice in February 2011. More than 55 people have died in the unrest.

A statement Monday by the main Shiite political factions said envoys were open to negotiations but called the government's offers for talks "vague."

Opposition demands include the release of jailed Shiite political leaders and activists.

Senators reach agreement on immigration reform

(AP) ? A bipartisan group of leading senators has reached agreement on the principles for a sweeping overhaul of the nation's immigration laws, including a path to citizenship for the 11 million illegal immigrants already in this country.

The deal, to be announced at a news conference Monday, also covers border security, non-citizen or "guest" workers and employer verification of immigration status.

Although thorny details remain to be negotiated and success is far from certain ? the legislation could run into trouble in the Republican-controlled House ? the development heralds the start of what could be the most significant effort in years toward overhauling the nation's inefficient patchwork of immigration laws.

President Barack Obama also is committed to enacting comprehensive immigration legislation and will travel to Nevada on Tuesday to lay out his vision, which is expected to overlap in important ways with the Senate effort.

The eight senators expected to endorse the new principles Monday are Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado; and Republicans John McCain of Arizona, Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Several of these lawmakers have worked for years on the issue. McCain collaborated with the late Democratic Sen. Edward M. Kennedy on comprehensive immigration legislation pushed by then-President George W. Bush in 2007, only to see it collapse in the Senate when it couldn't get enough GOP support.

Now, with some Republicans chastened by the November elections which demonstrated the importance of Latino voters and their increasing commitment to Democrats, some in the GOP say this time will be different.

"What's changed, honestly, is that there is a new, I think, appreciation on both sides of the aisle ? including maybe more importantly on the Republican side of the aisle ? that we have to enact a comprehensive immigration reform bill," McCain said Sunday on ABC's "This Week."

"I think the time is right," McCain said.

The group claims a notable newcomer in Rubio, a potential 2016 presidential candidate whose conservative bona fides may help smooth the way for support among conservatives wary of anything that smacks of amnesty. In an opinion piece published Sunday in the Las Vegas Review-Journal, Rubio wrote that the existing system amounts to "de facto amnesty," and he called for "commonsense reform."

According to documents obtained by The Associated Press, the senators will call for accomplishing four goals:

?Creating a path to citizenship for illegal immigrants already here, contingent upon securing the border and better tracking of people here on visas.

?Reforming the legal immigration system, including awarding green cards to immigrants who obtain advanced degrees in science, math, technology or engineering from an American university.

?Creating an effective employment verification system to ensure that employers do not hire illegal immigrants.

?Allowing more low-skill workers into the country and allowing employers to hire immigrants if they can demonstrate they couldn't recruit a U.S. citizen; and establishing an agricultural worker program.

The principles being released Monday are outlined on just over four pages, leaving plenty of details left to fill in. What the senators do call for is similar to Obama's goals and some past efforts by Democrats and Republicans, since there's wide agreement in identifying problems with the current immigration system. The most difficult disagreement is likely to arise over how to accomplish the path to citizenship.

In order to satisfy the concerns of Rubio and other Republicans, the senators are calling for the completion of steps on border security and oversight of those here on visas before taking major steps forward on the path to citizenship.

Even then, those here illegally would have to qualify for a "probationary legal status" that would allow them to live and work here ? but not qualify for federal benefits ? before being able to apply for permanent residency. Once they are allowed to apply they would do so behind everyone else already in line for a green card within the current immigration system.

That could be a highly cumbersome process, but how to make it more workable is being left to future negotiations. The senators envision a more streamlined process toward citizenship for immigrants brought here as children by their parents, and for agricultural workers.

The American Civil Liberties Union said in a statement that the framework agreed on by the senators could provide important protections for illegal immigrants who are exploited by employers and live in "constant fear" over their immigration status.

But the ACLU took issue with the proposal to require employers to use an electronic employment-verification system, calling it "a thinly disguised national ID requirement" that would undermine employees' privacy and lead to discrimination against those "who look or sound 'foreign.'"

Such legislation could also face long odds in the House, which is dominated by conservative Republicans and which has shown little interest in immigration reform.

The debate will play out at the start of Obama's second term, as he aims to spend the political capital afforded him by his re-election victory on an issue that has eluded past presidents and stymied him during his first term despite his promises to the Latino community to act.

"As the president has made clear for some time, immigration reform is an important priority and he is pleased that progress is being made with bipartisan support," a White House spokesman, Clark Stevens, said in a statement. "At the same time, he will not be satisfied until there is meaningful reform and he will continue to urge Congress to act until that is achieved."

For Republicans, the November elections were a stark schooling on the importance of Latino voters, who voted for Obama over Republican Mitt Romney 71 percent to 27 percent, helping ensure Obama's victory. That led some Republican leaders to conclude that supporting immigration reform with a path to citizenship has become a political imperative.

Mercury treaty adopts legal framework welcomed by Arctic ...

The Inuit Circumpolar Council says it is pleased with progress made in efforts to reduce global mercury levels.

Early this week, more than 140 countries adopted a global mercury treaty at the United Nations Environment Programme meetings in Geneva, Switzerland.

The treaty includes legally binding and voluntary measures to regulate mercury emissions, the related health aspects and other concerns.

Mercury is a poison released into the air, water and land from small-scale artisanal gold mining, coal-powered plants, and from discarded electronic or consumer products such as thermostats, batteries and paints.

Because mercury concentrates and accumulates in fish and goes up the food chain, it poses the greatest risk of nerve damage to pregnant women, women of child-bearing age and young children.

Over the years in the Arctic, mercury levels have been rising. Inuit consume mercury when they eat country food like beluga and ringed seal.

The council has been pushing for tougher regulations in countries where mercury is coming from.

(AP) ? Greek workers have marched to parliament to protest upcoming pay cuts for transport workers and the government emergency decree that forced subway employees to end their strike.

The march Saturday by 2,000 members of the PAME union was peaceful.

On Friday, Greek riot police stormed the Athens subway depot to make sure that metro workers went back to work. The subway system had been shut down for nine days but running Friday afternoon. Bus workers have been striking since Thursday.

The debt-strapped Greek government wants to rip up subway workers' contracts and make their pay similar to other civil servants, which would mean pay cuts.

Transport unions are meeting later Saturday to decide on further action.

On Dec. 27, police met with the victim at a home on Cumberland Street regarding vandalism to his car.? The victim said on Christmas Eve and on several other occasions, someone spit what appeared to be soup on the trunk of his car which caused minor damage to the paint of the vehicle.

According to investigators, the victim hired a private investigator who videotaped Karesh vandalizing the victim's vehicle on at least one occasion.

Karesh stepped down from the Charleston Animal Society in 2011?after a criminal investigation uncovered $69,000 was taken from the organization.

The victim said he believed that Karesh may be holding a grudge against him for that case.

Violence returns to Tahrir as Egypt marks revolution

Thousands of anti-government protesters gathered in Tahrir Square to mark the 2011 uprising that led to Egypt's change in power. NBCNews.com's Dara Brown reports.?

Five people were shot dead in the Egyptian city of Suez during nationwide protests against President Mohamed Morsi on Friday, the second anniversary of the uprising that toppled Hosni Mubarak.

One of the dead was a member of the security forces, medics said. Another 280 civilians and 55 security personnel were injured, officials said, in demonstrations fuelled by anger at the president and his Islamist allies in the Muslim Brotherhood.

Thousands of opponents of Morsi massed in Cairo's Tahrir Square - the cradle of the revolt against Mubarak - to rekindle the demands of a revolution they say has been hijacked by Islamists who have betrayed its goals.

Street battles erupted in Cairo, Alexandria, Suez and Port Said. Arsonists attacked at least two state-owned buildings as symbols of government were targeted. An office used by the Muslim Brotherhood's political party was also torched.


The Jan. 25 anniversary laid bare the divide between the Islamists and their secular rivals.

This schism is hindering the efforts of Morsi, elected in June, to revive an economy in crisis and reverse a plunge in Egypt's currency by enticing back investors and tourists.

Inspired by the popular uprising in Tunisia, Egypt's revolution spurred further revolts across the Arab world. But the sense of common purpose that united Egyptians two years ago has given way to internal strife that had already triggered bloody street battles last month.

"Our revolution is continuing. We reject the domination of any party over this state. We say no to the Brotherhood state," Hamdeen Sabahy, a popular leftist leader, told Reuters.

The Brotherhood decided against mobilizing for the anniversary, wary of the scope for more conflict after December's violence, stoked by Morsi's decision to fast-track an Islamist-tinged constitution rejected by his opponents.

The Brotherhood denies accusations that it is seeking to dominate Egypt, labeling them a smear campaign by its rivals.

Death in Suez
There were conflicting accounts of the lethal shooting in Suez. Some witnesses said security forces had opened fire in response to gunfire from masked men.

News of the deaths capped a day of violence which started in the early hours. Before dawn in Cairo, police battled protesters who threw petrol bombs and firecrackers as they approached a wall blocking access to government buildings near Tahrir Square.

Clouds of tear gas filled the air. At one point, riot police used one of the incendiaries thrown at them to set ablaze at least two tents erected by youths, a Reuters witness said.

Skirmishes between stone-throwing youths and the police continued in streets around the square into the day. Ambulances ferried away a steady stream of casualties.

Protesters echoed the chants of 2011's historic 18-day uprising. "The people want to bring down the regime," they chanted. "Leave! Leave! Leave!" chanted others as they marched towards the square.

"We are not here to celebrate but to force those in power to submit to the will of the people. Egypt now must never be like Egypt during Mubarak's rule," said Mohamed Fahmy, an activist.

There were similar scenes in Suez and Alexandria, where protesters and riot police clashed near local government offices. Black smoke billowed from tires set ablaze by youths.

In Cairo, police fired tear gas to disperse a few dozen protesters trying to remove barbed-wire barriers protecting the presidential palace, witnesses said. A few masked men got as far as the gates before they were beaten back.

Tear gas was also fired at protesters who tried to remove metal barriers outside the state television building.

Outside Cairo, protesters broke into the offices of provincial governors in Ismailia and Kafr el-Sheikh in the Nile Delta. A local government building was torched in the Nile Delta city of al-Mahalla al-Kubra.

Badie calls for 'serious competition'
With an eye on parliamentary elections likely to begin in April, the Brotherhood marked the anniversary with a charity drive across the nation. It plans to deliver medical aid to one million people and distribute affordable basic foodstuffs.

Writing in Al-Ahram, Egypt's flagship state-run daily, Brotherhood leader Mohamed Badie said the country was in need of "practical, serious competition" to reform the corrupt state left by the Mubarak era.

On the second anniversary of the uprising that toppled Hosni Mubarak, hundreds of youths clash with police.

"The differences of opinion and vision that Egypt is passing through is a characteristic at the core of transitions from dictatorship to democracy, and clearly expresses the variety of Egyptian culture," he wrote.

Morsi's opponents say he and his group are seeking to dominate the post-Mubarak order. They accuse him of showing some of the autocratic impulses of the deposed leader by, for example, driving through the new constitution last month.

"I am taking part in today's marches to reject the warped constitution, the 'Brotherhoodisation' of the state, the attack on the rule of law, and the disregard of the president and his government for the demands for social justice," Amr Hamzawy, a prominent liberal politician, wrote on his Twitter feed.

The Brotherhood says its rivals are failing to respect the rules of the new democracy that put the Islamists in the driving seat via free elections.

Six months into office, Morsi is also being held responsible for an economic crisis caused by two years of turmoil. The Egyptian pound has sunk to record lows against the dollar.

The parties that called for Friday's protests list demands including a complete overhaul of the constitution.

Critics say the constitution, which was approved in a referendum, offers inadequate protection for human rights, grants the president too many privileges and fails to curb the power of a military establishment supreme in the Mubarak era.

Morsi's supporters say enacting the constitution quickly was crucial to restoring stability needed for economic recovery.?
